The shot probably isn't that hard to make, I've made similar on a range, with a very basic rifle. With something modern, not hard at all.
There's a bloke on video who touched his nose and tip of his cap, apparently a Baseball "third base" sign.
There's also the guy who claimed responsibility, but was later released on the grounds he couldn't have done it and was mentally ill. What better way to stall a manhunt than convince them the suspect was already in custody.
I don't think it makes much difference at this point.
